If I hear ever again that "women don't submit enough to the magazines, it's their fault, it's not ours, why do you blame us?" 
wah-wah-wah, I'm going to scream. Grow a set, get out there, hit the streets, and encourage people to submit.
Don't blame the victim, as that's pretty damn rude. The problem isn't with women, the problem is with you.

As a stalwart woman submitter, I do think there is a significant difference in submissions between women and men. But there are many women out there who write and would probably be interested in submitting. Particularly if the return on investment is good.

I do sometimes wonder with some particular publications (including some who very much promote the participation of female writers in SF/F) whether it is a bit of a closed shop. Not against women but against anyone who isn't one of the people who knows people. Coming from a country which doesn't have much of an SF/F background I'm sometimes aware of this.

In my informal experience I've always got a good reception from people who are happy to a woman like me submitting. I've no objection to submitting to a woman-only anthology either, though I have less incentive to go for publications that stipulate the use of a printer.

I will do my bit by highlighting some SF/F publications on my pro blog in the next few days.
