Editors/Publishers and Anthologies and Business

A question: I keep seeing brought up that editors should just pick the best stories, regardless of demographic . . .
yet in the real world, if a business did things like this, you would usually fail.
The only thing I can guess the reason at this is it's coming from people
who don't know what goes into editing, much less publishing, and are just armchair bitchin'.

I mean, hundreds of hours are put into a business product launch,
right down to the demographics, and how it should be pitched to that market.

Why is not the same assumed of anthology editors or publishers,
with regards to content, packaging, and marketing?
